Eligibility Criteria for Ministry of Rural Development Recruitment 2023

Education Qualification:

As per the official notification of the Ministry of Rural Development Recruitment 2023, candidates are required to possess the following qualifications for the mentioned posts.

For Director (Project/Technical):

• A recognized degree in civil engineering from an esteemed institution or university.

1. Analogous post in Level 14 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 10,000 Grade Pay) OR

2. Post of Chief Engineer or equivalent in Level 13A as per 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8,900) OR
3. Associate Professor of Indian Universities or Institutes in Academic Level 13A in the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Academic Grade Pay Rs. 9,000) with a minimum of two years of regular service in the grade, OR
4. Post of Superintending Engineer or equivalent in Level 13 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8700) with a minimum of four years of regular service in the grade.

For Director (Project/Technical) on Contract Basis:

• Ideal candidates must have retired from Central or State Government, PSU, or autonomous bodies, at the esteemed level of Chief Engineer (CE) or Senior Engineer (SE), with a minimum of 4 years of service.

For Joint Director (Project/Technical) on a deputation basis:

Candidates should have regular experience in various government or autonomous positions, meeting the criteria specified below:1. An analogous post in Level 13A of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 8,900 Grade Pay), OR

2. A post equivalent to Superintending Engineer in Level 12 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 7600), with a minimum of 4 years of regular service in the grade, OR
3. A post equivalent to Executive Engineer (EE) in Level 11 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6600), with a minimum of 7 years of regular service in the grade.

For Joint Director (Project/Technical) on a contract basis:

Candidates retired in scale (s) as per the criteria given below are eligible for the following positions in Central/State Governments, PSUs/Autonomous Bodies:

1. Level 13A of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 8,900 Grade Pay)

2. Post of Superintending Engineer or equivalent in Level 13 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8700) with a minimum of 2 years of regular service in the grade.
3. Post of Superintending Engineer or equivalent in Level 12 of 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 7600) with a minimum of 4 years of regular service in the grade.
4. Post of Executive Engineer (EE) or equivalent in Level 11 of 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6600) with a minimum of 7 years of regular service in the grade.

For Deputy Director (Finance and Administration):

Candidates applying for this position should have regular experience in scale(s) as per the criteria mentioned below in Central/State Government, PSUs / Autonomous Bodies:1. Analogous post in Level 12 of the 7th CPC Pay Matrix (pre-revised Pay Band- 3 with Rs 7,600 Grade Pay). OR

2. Post of Under Secretary or equivalent in Level 11 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6600) with a minimum of 3 years of regular service in the grade OR
3. Post of Assistant Director or equivalent in Level 10 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 5400) with a minimum of 5 years of regular service in the grade.

Age Limit:

Director (Deputation Basis)

• The candidate’s maximum age should not be above 58 years old.

For Director (Contract Basis)

• The candidate’s maximum age should not be above 62 years old.
